There is a little app called Adapter which I think I used to stitch a bunch of images into a GIF for a stop-motion project. I will never remember the name of that thing when I finally need it. I would use the tag GIF to find this.

You should be able to re-encode it without loosing quality. I would use handbrake https://handbrake.fr , I used to also use Adapter https://macroplant.com/adapter but don’t think its been updated in a while but its super easy to use.
