Not sure if this would help at all, but I saw an article just a few days ago that MS acquired a cloud video editing company in a move to replace the old windows movie maker. Maybe an editor in the cloud would allow you to do you editing even from an anemic computer? https://clipchamp.com/en/.

Clipchamp = Propreitary web app but it uses your computer’s power to edit and export videos, so your videos will never leave your computer(doesn’t upload it to cloud), unlimited 480p editing and exports are free and without watermark, unlimited 720p editing and exports are $9 month, unlimited 1080p editing and exports are $19 month.
