There is a huge selection of HTML only web-browsers, especially in free and open source software. It starts with the text-based ones, like lynx [1] or dillo [2] (if you need a GUI). Yes, it’s enough. It won’t work in some browsers, though all common ones should be ok, I think. If you inspect the source of the page, the href attribute of the link has those same encircled letters (percent-encoded as %E2%93%A1%E2%93%A4). I have the ability to pop into w3m from lynx[0] to view tables when necessary. I also have the option to call the x-www-browser script from lynx for the full graphical/js/css treatment, such as posting this comment from my account.
