    You can use Teracopy to copy folders / files with verification after copy. It produces checksums of the source and destination files that can optionally get saved to disk. You can also use Teracopy to validate these saved checksums. Another (freeware) utility that you can use to produce / verify checksums on individual folders / files is Md5Checker.

    If you’ve done everything according to the wiki (bios file names are case sensitive and should only need to go inside the BIOS folder), take a look at the official core documentation here you can find the checksum values for the correct Bios and use an app like MD5Checker to verify.

    I’m sure there are dozen more of apps but some of the few I use: Md5Checker, Teracopy (which also copies with verification) and checkpoint.

    Here is possible that your download was corrupted. Download Md5Checker from http://getmd5checker.com/. Check iso file with it. Md5 checksum should be: c64cdf16381323980ec6a3f37b8b8087. If different you have bad file. If is the same then boot in windows safe mode + disable antivirus (defender) + run setup as admin.
