If you have an Office 365 license (likely if you’re using Excel), Microsoft PowerApps are a decent option for a low code platform. You can create a SQL Server to hold the data and connect it to PowerApps to view/edit the data.

Microsoft’s Power Platform comes to mind – Power Apps and Power Automate specifically. You can automate a whole host of things with Power Automate, such as engagement with Microsoft Forms, emails, approvals, etc.

Maybe Airtable, PowerApps, or AppSheet would work for you? It sounds like your business folks are already familiar with doing things in Excel so this might nudge you toward more standardized data with APIs for more programatic access.

If you want others to use your database via Web, you need to get somebody to develop a Web app that connects to it. Another option is to re-do the database in something like PowerApps or Zoho Creator.

This sounds like a great app! One no-code option would be to use Microsoft Power Apps (https://powerapps.microsoft.com/en-us/). You could use AI Builder for an object detection model to perform the recognition for now.
