Suggest you plan to install a dedicated RAW convertor such as RawTherapee and invest in the (lot of ) time need to familiarize yourself with it.

You can look into ratios, then align the picture with you / the stairs with some free software (https://rawtherapee.com/ for example).

I use RawTherapee and think it’s great for my needs. I don’t do any retouching except basic spot removal – just color/exposure kind of stuff. Up to date builds can be downloaded here: https://github.com/Beep6581/RawTherapee/releases/tag/nightly-github-actions The release build on rawtherapee.com is a couple of years out of date so it’s best to use a dev build.

Krita (https://krita.org) is a Linux-compatible alternative to GIMP, Affinity Photo, and Photoshop. Linux-compatible alternatives to Darktable and Lightroom include RawTherapee (https://rawtherapee.com) and digiKam (https://www.digikam.org).

Second, editing my photos. I use Darktable mostly, Rawtherapee sometimes, and GIMP sometimes. My phone images only need light adjustments, but if I use my Camera (Canon t5) I’ll use GIMP with my Wacom tablet to do things like “teeth whitening”.

The RawTherapee team has been working diligently towards a 5.9 release in the near future but they wanted to share a progress update on all of the wonderful work they’ve been up to for over the past year. If you decide to use RawTherapee make sure you have the latest development version
And not the “latest” stable version (so, not this one, it is from 04 February 2020). Reason being that the old one lacks support for many cameras, has some bugs and lacks some new/updated features. A new version, 5.9, is on the horizon, but there’s no telling when exactly it arrives.

The Local tab (=Local adjustments section) is not part of the official, stable 5.8 version (this one). As shown on the linked page, this one is from February 2020. It is old, has bugs, lacks support for new(er) gear and also lacks some rather nice new functionality. You noticed the last bit :-).

Maybe you downloaded and installed the “old” RawTherapee version (this one). This one should not be used: It is old, has bugs, lacks support for new(er) gear, does not include updates to some modules and some rather nice new modules.

If you’re looking to learn more complicated software without having to rent it while you do, there’s Darktable. Rawtherapee is another app in the same category, and usually appeals to people who don’t like Darktable’s interface.

The version that is mentioned on RawTherapee’s download page, stable 5.8 from February 4, 2020, is old, lacks support for newer gear, is in need of some bug fixes and upgrades. It also lacks some nice new features that have been introduced over the last 2 years.
