I have found migration type tools like this https://sharegate.com/ or as a manual solution this article https://learn.microsoft.com/en-us/answers/questions/324455/word-document-into-a-web-page-in-sharepoint.html but these don’t seem to fit the bill what is needed in our business.

Microsoft doesn’t have built-in solutions for migrating data between tenants, so you or your consultant will need to use third party tools. The consultant we hired used Quest (https://www.quest.com/migration-manager/) for migrating Exchange data like mailboxes/groups and OneDrive. For SharePoint and Teams, the consultant used ShareGate (https://sharegate.com/).

Finally to get files up to the cloud you can use Sharepoint Migration Tool. It really isn’t great but it works and it is free. If you wanted a tool that works better at copying data you can use something like movebot.io.
