I like Toshl https://toshl.com.
It does what you request – allows budgeting & automatically pulls transactions from multiple banks, although you need a monthly subscription for connection to banks. In principle a mobile app, but allows you to download data in excel.

The current one I’m using now is Toshl, it’s cloud based, have mobile application on both Apple and Android. And can link to the bank. The only downside is that you cant manage more than one project at once unless you make two different accounts.

I used to use YNAB, before they changed it, for expenses and budgeting. Now I use ToshL – http://toshl.com and it’s great on both web and mobile. For net worth, I can do that in my head as I don’t have that many assets.

I’ve been very happy with Toshl for several years now. It allows me to add meta-data to expenses like Categories and Tags, which make doing data mining very easy at the end of the quarter/year.
