/u/slugshead mentioned Xibo. They’ve discontinued Pi-compatible versions but run on a lot of other things. Player(client) licenses per major version are perpetual, or at least very long. I’ve seen some weird issues with them, don’t know if it’s fixed (mostly has to do with display scaling, probably related to the consumer-grade smart TVs I have to run it on).

There are several roll-your-own. For example, Xibo. To get it totally free, you’ll need to fire up a Linux master server, then learn the UI for creating content.

I would highly recommend xibo for this purpose. I set up my previous company on xibo to drive about 40 displays. Can be centrally managed, supports SSO, and self hosting xibo is free. Also can do a lot more than just show a web page.

If they don’t want to spend the money, I’ve used Xibo – it can just pulls content from the server that you’ve assigned.

Sounds like you need a Digital Signage solution. If you have the budget, 4WindsInteractive is usually the top of the line, but I’ve been a big fan of Xibo.
